The urgency of global climate change put the spotlight on the need for pro-active governance on international environmental policy. United Nations Secretary-General Ban Ki-moon called an unprecedented High Level Meeting on Climate Change in September 2007 attended by 100 Heads of State or their representatives. Even as UN reforms are being implemented, its Members are taking steps to put leadership in place for the next round of discussions about climate change measures.
